Please read the following article. This is a research work from Proffesor A.P Sathe who has come up with a solution to the problem of RESERVATION and other blazing issues related to the present system of education in India.

Here are some excerpts from his Research Work :

" These are the key ideas in the article “ A New System of Examinations and Education for All”. by the above author. The full article is about sixty pages. A compressed but reasonably detailed version of about one third the size was published under the title: “ Ideas for a New System of Examinations and Education for All “ in the June 1993 issue , Pages 64-72 of “Physics News” the journal of the Indian Physics Association .

1. It is possible by making suitable modifications in the existing system to have (i) excellence & (ii) low cost (by a fuller utilization of (a) time & energy of students & faculty & (b) of the educational material, books & equipment). The cost can be reduced to such an extent that the students will be able to (work if they so desire and) pay for it. A system which is paid for by the direct beneficiaries allows the lifting of controls, and there will be scope for market forces to keep up the quality of education.

2. The key step which makes the above feasible is to have high quality, cost effective and student friendly examinations. The examinations will be (i) very thorough & (ii) the student will be able to choose the date on which he wishes to appear for any paper (see 3(d)) (presumably after his preparation is complete (iii) decide on the grade (i.e. whether he wishes to demonstrate high proficiency or is satisfied with a general idea of the subject (see 3(g) (iv) take the exams as many times as he wants (i.e. if he fails).

3. All this is achieved as follows:
(a) The questions (Q) in the Q-papers are selected by making a random choice from a Q bank.

(b) The Q bank i.e. QB will consist of a large number (see 3(f)) of good questions (see 3(e)) which really require the students to think.
©The QB will be open i.e. available to the students in advance.

(d) The Q papers will not be printed, but the entire QB will be made available to the student at the time of the exam. Just before the exam a single set of random numbers will be announced which will correspond to different Q for the different Q papers from different QB for the various subjects/papers/levels. Since, now, drawing up a Q paper consists only of drawing up a set of 25(see 3(h)) or so random numbers, it will be possible to schedule exams as frequently as desired.

(e) The preparation of the QB will require an enormous amount of effort. But, since the Q papers do not have to be printed each day, we can easily have Q, the text of which is long but the answer may be short. The Q may incorporate diagrams, graphs, tables. In this way a thorough probing of the proficiency achieved becomes possible. Thus we can get very high quality Q papers. But the cost will be less than the cost involved in the existing system wherein hundreds of examiners (in the different universities, institutions etc ) labour independently (respecting the confidentiality of Q papers) preparing Q papers on more or less the same syllabi year after year.

(f) Large QB. The QB will be large i.e. they will contain so many Q that though they are available to the students in advance it will require a great deal of time and energy to prepare answers to all of them. It will be easier (i.e. less time consuming) just to understand and study the subject thoroughly. Thus, as a bonus, we will be assured that, in their own interest (to pass as quickly as possible), students will develop the capacity to think independently.

(g) Grading : There will be Q banks with many difficult questions which require the candidates to have an excellent comprehension of the subject. These will be used by the students who want to demonstrate a high proficiency in the subject. For those, content to display merely a general understanding of the subject, there will be Q banks with simpler direct Q. The grading will be, in either case, only pass/fail, passing marks 70 %, no choice, and the certificate will display whether they attempted the difficult or easy QB. Students will be allowed to appear for the exam as many times as they want till they pass. In effect then, it is for the students to choose what grade they want and for the authorities to decide, simply, whether or not they have earned it. Having a passing of 70% will imply that the students really know the subject to the level as reflected in the Q bank.

(h) The Q paper will include many small Q and so, though the Q will be selected randomly, it is very likely that they will cover many topics in the syllabus and since passing is at 70% the students will have to study the entire syllabus well.

(i) This feature will also be valuable for potential employers who will know exactly the level achieved by students.

(j) Employers can be associated with the design of the system so that education can be as job-oriented as desired.

(k)In effect then, we will have achieved a high quality, thorough, and yet cost effective, evaluation. And this will be done in an extremely student friendly manner which will make it easier for most students to attain excellence.

4. Fuller utilization: Self Study – A fuller use of student & faculty, time and energy.

(a) Voluminous lecture notes which can detail all the (tricky) logical steps in the development of the subject will be made available to the students. Then most of the time of the students will be spent in self study at exactly the pace they desire. They will of course be free to study with their friends if they so desire. They will receive help from teaching assistants (the brighter students or the senior students) and the faculty who will be available to provide inspiration, guidance and the discussion of the subtler points.

(b) More faculty time will then become available for the preparation of better self study material, and also to help the students on an individual basis, or lead stimulating discussions with groups of students who have already studied the basics and also for their own study, research or work on collaborative projects with industry etc.
(c ) Some faculty members can deliver excellent lectures which can be inspiring and a pleasure to attend. The students will be encouraged to attend but they will also have the freedom to study on their own, if they so decide.

(d). Since the student can take the exams whenever he wants he will be free to concentrate his attention on a single paper at a time, master the material and pass the exam with a minimum of expenditure of his time and energy.

5. Economy in Educational Material : Since the examinations will be spread over the whole year a given copy of the expensive books or lecture notes can be shared easily by many more students so that the cost per student will be low.

6. Economy in Lab Equipment : Since most of the students time will be at their disposal (i.e. no fixed time tables consuming a large part of their day) it will be possible for them to work in the laboratories at all times of the day & year, so that a fuller utilization of the laboratory space and equipment will be possible. The students will have to make an advance reservation for the use of a given experimental set up at a given time of their choice and they will have to pay for the time they reserve the equipment for their use. It will naturally be in their interest to come fully prepared with the knowledge of the experiment and work systematically & diligently & accomplish their tasks. They will also receive help from the teaching assistants. Students who enjoy working in the laboratory and wish to do what they want can either pay for the extended use of the lab or agree to work as teaching assistants so that they get as much opportunity (free of charge) to be in the lab as they want.

7. Teaching Assistants : The involvement of the teaching assistants is an important and valuable feature of the proposed system. It is possible in this system as the entire program is flexible in time. Teaching assistants are valuable in three ways (i) They can provide effective help to students at a lower cost. (ii) In the process, they acquire a deeper understanding of the subject. (iii) They earn money to help pay for their own education.

8. Advantages of a “Not Time Bound” Program : Since the entire program is not time bound, students can :

(i) work day and night on a topic or project that they find exciting.
(ii) participate in extra curricular activities.
(iii) go into as much depth as they want & study related topics.
(iv) work as teaching assistants.
(v) work on collaborative projects with industry which may have their own deadlines.
(vi)If they so choose, they can just go through the entire program much more quickly and move out into the world.

The important point is that the students have the choice to do any of the above without having to worry about getting lower grades.

9. Lifting of Controls – Scope for Market Forces
It can be seen that cost reduction can be achieved and avenues opened up for students to earn and learn without in any way compromising on the quality of education they receive.

It will then become possible for students to pay for the education they are seeking without having to depend on govt. subsidy. This has a very important consequence, namely, when education is paid for, directly by the beneficiaries, then controls can be lifted and plenty of flexibility can be introduced. Also market forces can be allowed to come into play which in turn can maintain the quality of education imparted without having to rely on cumbersome controls.

10. Conclusion : Thus, by exploiting the scope for economizing in education (by a fuller use of student & faculty time and of the educational materials & equipment), we have reduced the cost so much that the doors of education to the poor need not be closed. Thus we will achieve excellence at a low cost."

Salaried to shell out more in tax

All income earners, including the salaried and the self-employed, will soon have to fork out more tax. The Centre has finally relented on the long-standing demand from states to enhance the ceiling for tax on professions from the current level of Rs 2,500 to Rs 7,500 per year.

The tax on professions, trades, callings and employments, is a tax that the Constitution assigns to state governments/local bodies. In eight states, the state government itself collects the tax while in several others with active panchayats, the local bodies levy and collect the tax.

Article 276 puts the ceiling on the tax at Rs 2,500. The Constitution has been amended in the past to raise the tax level to bring it to the present level. Many states have been demanding that the Article should be amended again to hike the tax level to Rs 7,500 a year.

"As always, its the salaried people, the archetypical lambs to the slaughter. What I fail to fathom is that when we have a primarily agrarian economy, why on earth are we continuing to exempt 90 % of the GDP (agriculture + businessmen who typically understate/ do not declare at all) from taxes? By continuing to up the taxes on a relative minority, what is the center out to achieve, apart from another narrow-minded, populist tactis to preserve the vote banks. I think its time Chidambaram & co. get their act together and actually think & act in the long-term interest of the country by broadening the tax net and rationalizing the tax structure to ensure that a microsscopic minority is not unfairly subsidizing the rest of the nation and paying for their share of the development/ infrastructure as well. Clearly, the (salaried)oxen are already carrying a much heavier burden than they possibly can. Today, our tax slabs are getting there (in terms of parity with the advanced world), but do we even get a tenth of the benefits/ social security that denizens of the First World get? In case this elusive dream has to be realized, broadening the tax net to include the primary sector and a more stringent monitoring/tax assessment mechanism for small/mid-sized business is the only answer."

The police in order to sabotage our protest have at the last moment refused to allow the human chain on S.V. Road from Bandra to Andheri from 5-6pm.

The human chain is to protest against the inefficiency of the govt to prevent the blast, and to inability to control the floods in the city. Our emphasis would also be on improvement of primary education and also the 93 rd amendment of the constitution.

Instead we have been given written permission to have it at 1 pm. Let us show them that we can still do it. Please assemble now at 1 pm instead on S.V. Road, at Merwans (near Andheri station) or Lucky Hotel (Near Bandra station). Pass on the msg to every1 and be there.

Asking India to provide evidence of those it suspects to be behind the Mumbai serial blasts, Pakistan President Pervez Musharraf on Thursday night said his government was prepared to extend "full cooperation" in apprehending the perpetrators.
In a televised address to the nation, the Pakistan president described as "unfortunate" India's decision to postpone the foreign secretary-level talks.
Deferring the peace process and dialogue is clearly "playing into the hands of terrorists. This is exactly what they want -- that peace and normalisation process should be stopped," Musharraf said.
He said the Indian government's stand in the wake of the blasts appeared to be "unfortunate" and "I'm sure Indian government does not want" the peace process to halt.

The Pakistan president said there was need to reflect before making any statements and "unsubstantiated comments should not be made."

Its time we move out of the kernels and shells and look at the country that we proudly call our MOTHERLAND. We have been nurtured in this very soil and the basic reason that we sit and read this mail under the AC on cozy chairs lies beneath the warmth and the care that this nation has bestowed with. But now as we can all feel, the root of the educational system that frames the future of the nation is being wobbled by concepts that are entangled in the cobwebs of illogical believes and political interests. The so-called leaders of the nation are trying to divide the nation into groups, the classification of which is highly questionable and totally unrealistic. We belive no species on the earth can be classified based on caste, creed or sex.
We had long been inclined to careers and oppurtunities. But now its time we come out of shells and raise a voice against the injustice that is being thumped on the next generation of students who are going to join us in making this nation the best in the world. Somewhere in these brains lies a brother, a sister and it is we who have been trusted with the duty of giving them the same oppurtunities that we have received in this nation.
Please come forward from your threshold of limitations and let us together make the country, not just a better but the best part for the common man. Hey INDIAN, do you have it with you???

This Peace March was supported by YFE (Youth for Equality Mumbai Wing).

This Peace Rally was attended by a huge number of IT Professionals and Software Engineers from all the above stated companies. There was a huge dissatisfaction in the masses on the Reservation Bill being passed and All the demonstrators showed there full support to the Medico and Engg student who are protesting in all the parts of the Nation.

The spokesperson on behalf of the IT Professional from Patni and Hexaware also confirm that this agitation will take a bigger picture in the coming days against the dirty politics and unjustified Reservation and sectioning the society on the name of caste.

The IT Professionals and Software Engineer oppose this Reservation Bill and will take more tangible and bigger steps in the future, if government does not do a defensible solution to it. There are more remonstration and rallies to be well thought-out in the coming future if no announcement comes from the Government to stop this injustice.
Indian People have awakened and will do there best to denounce these political atrocities on the united Indian People who stand with no caste difference against this Reservation Bill. The IT Professionals will not stop at any cost if the politically motivated deed of the Government goes on in today and in future.

Hi friends please read each and every line of this ............The reason we are doing so .....

Some facts about the current government that is too much evident from HRD Minister’s interview:

· NO ACCOUNTABILITY
Most of the people would accept that steps are necessary to help the OBCs gain greater access to higher education. The real question is - Why do you believe that reservations is the best way of doing this?
Arjun Singh: I wouldn't like to say much more on this because these are decisions that are taken not by individuals alone. And in this case, the entire Parliament of this country - almost with rare anonymity - has decided to take this decision.
· LACK OF DATA AND KNOWLEDGE(which makes basis for any action, so no base for reservation decision)
Karan Thapar: In which case, lets ask a few basic questions; we are talking about the reservations for the OBCs in particular. Do you know what percentage of the Indian population is OBC? Mandal puts it at 52 per cent, the National Sample Survey Organisation at 32 per cent, the National Family and Health Survey at 29.8 per cent, which is the correct figure?
Arjun Singh: I think that should be decided by people who are more knowledgeable. But the point is that the OBCs form a fairly sizeable percentage of our population.

· NEGLIGENCE OF FACTS AND DATA TO IMPLEMENT SOMETHING UNJUSTIFIABLE
It says that looking at the Delhi University, between 1995 and 2000, just half the seats for under-graduates at the Scheduled Castes level and just one-third of the seats for under-graduates at the Scheduled Tribes level were filled. All the others went empty, unfilled. So, again, even in Delhi University, reservations are not working.
Arjun Singh: If they are not working, it does not mean that for that reason we don't need them. There must be some other reason why they are not working and that can be certainly probed and examined. But to say that for this reason, 'no reservations need to be done' is not correct.
Karan Thapar: Fifty years after the reservations were made, statistics show, according to The Hindustan Times, that overall in India, only 16 per cent of the places in higher education are occupied by SCs and STs. The quota is 22.5 per cent, which means that only two-thirds of the quota is occupied. One third is going waste, it is being denied to other people.
Arjun Singh: As I said, the kind of figures that have been brought out, in my perception, do not reflect the realities. Realities are something much more and of course, there is an element of prejudice also.

· DENYING INDIA THE STATUS OF MODERN SOCIETY
Karan Thapar: I want very much to talk about that formula, but before we come to talk about how you are going to address concerns, let me point one other corollary - Reservations also gives preference and favour to caste over merit. Is that acceptable in a modern society?
Arjun Singh: I don't think the perceptions of modern society fit India entirely.

· DENYING PEOPLE THE RIGHT TO INFORMATION
Karan Thapar: But if the government knows what to do, why won't you tell me what the government wants to do?
Arjun Singh: Because unless the decision is taken, I cannot tell you.
Karan Thapar: But you can share with me as the Minister what you are thinking.
Arjun Singh: No.
Karan Thapar: So, in other words, we are manitaining a veil of secrecy and the very people who are concerned...
Arjun Singh: I am not maintaining a veil of secrecy. I am only telling you what propriety allows me to tell you.

· NO CONCERN ABOUT THE STUDENTS WHO ARE MOST AFFECTED
Karan Thapar: But there are people who feel that their lives and their futures are at stake and they are undertaking fasts until death.
Arjun Singh: It is being hyped up, I don't want to go into that.

No points for guessing, the welfare of OBCs is the last reason for extending reservation. Let me point out the probable reasons for this action
1. VOTES VOTES VOTES!!!
2. Because the govt. has failed miserably in improving the state of universities owned by it and these universities have been unable to produce employable graduates, so it wants to control the autonomous institutions for dissimulate its failure.
3. Personal envy of Arjun Singh against Manmohan Singh as Karan Thapar had pointed out and later no one including prime minister could oppose the move for the threat of loosing the votes.
Whatever affected the politicians to take this unjustifiable, illogical and ridiculous decision but it is clear that the government can only provide roadblock to the progress of a nation and its people. It is for us to think about ourselves, overcome the obstacles and Succeed and it applies to OBCs also.

I am drafting this mail in the ongoing effort put in by all the Doctors, Engineers, and other Institutional sector student’s and individuals against the RESERVATION BILL. I would like to put some excerpts statements of Mr. Arjun Singh Minster HRD, from CNN IBN News Channel:

“I am not sure and cannot comment that what can be the possible solution for this reservation hike for the OBC”
“I am not yet decided that when this implementation of this proposal to hike creamy layer seats will be done…it may take years”

Dear friends …if today we let things go so swiftly in front of our eyes …it will be us who will have to face the consequences and all the coming generation. He is playing with the future of the Indian Youth without knowing the aftermaths and no possible solution to this problem. It is high time that we stand …at least give Ur support by showing our support to the fellow docs, Engg students. The Person who cannot comment on the solution is in no case being allowed to write the fate of lakhs of students and talent.

We can gather in a group …. And try to gather as much professionals from all the companies from near and in MBP …like Patni, Hexaware, LNT, Mastek,CMC, Hewitt, Reliance.

To initiate I am sending the contact of the people in these companies to make a demonstration march in the MBP against the Reservation. We have to make up some posters/banners and even black tags tugged to each professional showing our anger against the Bill.

We will handover a 1 page notice and information regarding the peaceful march and demonstration to the local administration, local police, DM Navi Mumbai, and all senior officials and the Admin department of our respective companies. This way we can show our support for a good cause.
